MANAGER UNSEATED ON PETITION FROM OUR CORRESPONDENT NEWTON ABBOTT, FEB. 19 After a hearing lasting four days, the Buckfastleigh election petition inquiry concluded to-day, when the Commissioner, Mr. H. H. Maddocks, declared void the Devon County Council election for Buckfastleigh Division held last March. Major Stansfield Vickers, the unsuccessful candidate, alleged illegal practices, including the hiring of two taxicabs and illegal employment of six Cooperative Wholesale Society employees by Mr. William James Chaffe, justice of the peace and manager of the society's mills at Buckfastleigh, who won the election by 826 votes to 459. ........................ Heading: DEVELOPMENT OF SCARBOROUGH PROFESSOR ADSHEAD'S REPORT FROM OUR CORRESPONDENT SCARBOROUGH , APRIL 7 A development plan for Scarborough which has been in preparation for a year by Professor S. D. Adshead, the town planning consultant, was presented to the Council today. No major improvement has been carried out since the remarkably successful open air theatre was completed six years ago. The programme recommended is expected to be spread over 20 years, but schemes estimated to cost £570,000 are recommended for immediate action. These embrace the widening of the South Foreshore Road and the development of three fine approaches to the sea, in place of the existing restricted roads. .................................................
