A newspaper cutting from THE TIMES 10 OCT 1933 Article caption: SLUM OWNERS AND COMPENSATION HEALTH MINISTER ON THE SAFEGUARDS FROM OUR CORRESPONDENT SOUTHAMPTON, OCT. 9. There has been an interesting sequel to the decision of the Southampton Borough Council to delay the work of slum clearance on the ground that they wish enquiries made whether owners of slum property can be compensated. The senior Member of Parliament, Mr. W. Craven-Ellis, wrote to the Minister of Health on the point, and Sir Hilton Young's reply is as follows:- It will not, I imagine, be contended that a man is entitled to make a profit out of selling the use of bad houses any more than out of selling bad meat. The parallel is in no way unreasonable. The physical, not to mention the moral, consequences of living in an unfit house may be slower, but are no less certain than those of consuming unfit food. The essence of the difficulty is whether the point at which the houses are condemned as bad--i.e., as unfit for human habitation---is fixed unreasonably high.
