He encouraged Ministers to larger action by suggesting that they will keep office for several years. On one or two clear condi- tions we shall believe this estimate to be shrewd. We cannot cast the horoscope of this Cabinet until we see how the hazard of the subsidy turns out on the gaming table. We refuse to think it better than staking £20, 000, 000 on roulette. ...'
