Summary

Pen and ink, caricature, Captain Harold Thomas Cawley MP (1878-1915) improving Rotten Row by Matthew Sandford 'Matt' (Belfast 1877 - London 1943). Inscribed 'Mr. Cawley improving Rotten Row', by 'Matt' for the Sunday Chronicle. Harold Cawley M.P. asked the Minister or Works for jumps on Rotten Row if Lancashire had to pay for its up-keep.
