Summary
Brass planning meter or planimeter in wooden box labelled 'Planimeter'. Most ship designs required accurate measurement of areas bounded by curved lines. The Planimeter, invented in the 1850's, helped reduce laborious measuring to a simple tracing process giving a read-off answer.
