Oil painting on panel, Thomas Luttrell (1584-1644), English school, early 17th century. A three-quarter-length portrait, standing slightly left, wearing green gold braided doublet and breeches, white cuffs and collar, his hand on his sword. If the traditional identification is correct, this must be the Thomas Luttrell who married Jane Popham, was a supporter of Cromwell and died in 1644.
